Romanian Water Authority Suffers Major Ransomware Attack: 1,000+ Systems Hit
Ransomware Attack Hits Romanian Water Authority
On December 20, 2025, Romania’s “Romanian Waters” reported a significant cybersecurity breach. A ransomware attack managed to compromise around 1,000 IT systems within the country’s water agencies. The breach affected 10 out of 11 regional water basin administrations, including locations such as Oradea, Cluj, Iași, Siret, and Buzău. Targets included critical systems like servers for Geographic Information Systems, databases, email servers, and Domain Name Servers. This attack highlighted severe vulnerabilities within the digital infrastructure of these agencies.
Response and Cybersecurity Lessons
The attackers showcased technical prowess by leveraging Windows BitLocker, a legitimate encryption tool, to encrypt files maliciously. They demanded a ransom to unlock the encrypted data. In response, Romanian authorities urged against paying the ransom, emphasizing that it would fund more criminal undertakings. Fortunately, the essential operational systems continued unaffected, maintaining critical water management services through alternative means like radio and telephone.
Agencies such as the National Directorate of Cyber Security, the National Cyberint Center, and the Romanian Intelligence Service led investigations and recovery operations. The event exposed significant weaknesses in Romania’s protective measures for key infrastructure, underscoring the necessity for incorporating water systems into the national cybersecurity framework.
This incident serves as a stark reminder of the global vulnerabilities faced by essential services from cybercriminals. It highlights an urgent call for enhancing cybersecurity measures to safeguard public services that are crucial to everyday life.
