The strategy places a strong emphasis on data localization and security, ensuring that cloud activities comply with national laws. The proposed strategy introduces Digital Sovereignty Zones, which will house the most sensitive data under strict local control. Data is classified by sensitivity, encouraging a balanced approach to its storage—be it locally or with global partners under guidelines.

Key government roles in this initiative include the Ministry of Digital Economy directing policy, the Digital Economy Authority handling regulations, and the GovTech Agency managing technology. Certification for cloud providers will ensure compliance through vigorous audits. Additionally, a national data classification policy will maintain data security and sovereignty.

The upcoming Sri Lanka Unique Digital Identity (SL-UDI) system reflects a prioritization of cloud advances, underscoring the nation’s commitment to a resilient digital future.
