SoftBank and Oracle’s Vision for Japan’s Data Sovereignty

SoftBank and Oracle have teamed up to launch Cloud PF Type A, a new sovereign cloud platform, which marks a big step toward enhancing Japan’s hold over its own data. The initiative is not just about keeping data within the borders but also about harnessing advanced AI capabilities to improve data management and security.

The rollout will begin in April 2026 in eastern Japan, followed by western Japan in October 2026. The backbone of this service will be Oracle Alloy, a customizable cloud platform that promises to boost local enterprises by adhering to stringent data residency laws.

Features and Security of Cloud PF Type A

This new platform aims to strengthen Japan’s digital competitiveness. It will offer access to over 200 Oracle Cloud Infrastructure services. From generative AI models to high-performance GPUs, it covers everything needed for sophisticated AI workloads and real-time data processing.

Security remains a top concern, and the platform will integrate a hybrid security layer that combines Oracle’s tried-and-true security methods with proprietary tools from SoftBank, ensuring protection against cyber threats.

Oracle’s Strategic Cloud Expansion in Japan

For Oracle, this collaboration is part of a broader strategy to establish itself in Japan’s sovereign cloud market. As emphasized by Oracle Japan’s President Toshimitsu Misawa, localizing AI and data management is crucial. With this partnership, Oracle commits to a $8 billion investment over the next decade to accelerate cloud infrastructural growth, significantly benefiting metropolitan hubs like Tokyo and Osaka.

Driving Local Digital Strategies

This cloud initiative not only aligns with Japan’s government strategy but also with a broader trend of tech firms prioritizing localized digital solutions. It showcases a move towards domestic platforms, which are increasingly preferred over foreign systems.

By focusing on localized governance and innovation, SoftBank and Oracle are ready to empower Japanese businesses, paving the way for enhanced innovation while ensuring data sovereignty remains paramount.
