Indonesia’s Collaborative National Data Centre Strategy for Digital Sovereignty

Last Updated: August 31, 2025By

A Collaborative Leap Forward for Indonesia’s Data Centres

Indonesia is shifting gears in its data management approach, moving from a centralised system to a collaborative framework that prominently involves the private sector. The Indonesian government’s new strategy aims to create a dynamic national data centre ecosystem where private companies are not merely providers but crucial partners.

As the digital wave sweeps across the nation, the Ministry of Communication and Digital Affairs (Komdigi) has embarked on revamping its data centre design. Mira Tayyiba, at the helm of Digital Government Technology for Komdigi, highlights the urgent need to morph the National Data Centre (PDN) into a partnership-oriented platform, enhancing data resilience and sovereignty.

The discussions at the Digital Transformation Indonesia Conference & Expo 2025 revealed that this shift is in lockstep with Indonesia’s National Medium-Term Development Plan for 2025–2029, designed to bolster secure, public-friendly services. The model integrates cloud services and private data operators, maintaining strict security and sovereignty rules.

Paving the Way for Improved Public Services

With the PDN’s new collaborative model, Indonesia plans to unify over 2,700 existing data centres into a cohesive network. The driving force behind this change is the diminishing efficacy of the older, centralised approach amid rapid digital growth. By inviting the private sector into this sphere, the government hopes to bolster its digital infrastructure while innovating public service delivery.

Challenges such as budget limits, varying government agency expertise, and the need for robust data resilience have prompted this strategy overhaul. Emphasizing data sovereignty and resilience, the approach classifies data into distinct categories, with cloud providers playing a critical role.

This progression marks a transformative phase for Indonesian public services, streamlining citizen interactions and restoring trust in government service quality. By enhancing data management, Indonesia aims to deliver more responsive and citizen-centric services.
